2026 Legislative Priorities

During the February 2026 short legislative session, we're doubling down on our efforts to protect schools, healthcare, and other essential services by stopping costly tax giveaways to corporations and the ultra-wealthy. Revenue

Over the next decade, the impacts of the Congressional Republicans’ budget bill, HR 1, will be more than a $15 billion reduction in federal funding and reduced state revenue due to our tax connection. With these cuts to core services, Congress bought special tax breaks for the wealthiest people and biggest corporations that do little to help Oregon’s economy and will hurt Oregonians. Closing those loopholes means we can protect the services we all rely on and increase key revenue for our public schools and community colleges.

  • Revenue Forecast Modernization Act: Reduce the frequency and size of kicker rebates by bringing greater accuracy and predictability to the state’s revenue forecasting process.

As a member of the Fight for Our Future Coalition, OEA is committed to:

Closing Tax Loopholes
Disconnecting from federal tax breaks for corporations and the wealthy
Making corporations that hide profits overseas pay what they owe
Ending Oregon’s tax break for wealthy business owners
Stop federal tax breaks for wealthy investors

Funding

  • Defending Corporate Activities Tax to preserve funding for the Student Success Act funds and overall education funding.
  • Work Force and Education Policy

Bargaining Rights

  • Repeal SB 750 and restore mandatory bargaining over implementation decisions that materially affect working conditions, expanding the options available at the bargaining table for educators and education workers, including:
    • Class size
    • Case loads
    • Standards and procedures for student discipline (when it comes to educator safety and workload)
  • Advocate for Behavioral health and support

Wages & Benefits

  • Ensure educator wages and benefits are protected

Defense

  • Protect Title funding and Medicaid as a result of federal defunding.
  • Support Immigrant rights and justice agenda:
    • Protect Your Door Act
    • Strengthen Existing Anti-Discrimination Protections
    • Maintain Healthier Oregon Program
    • School Communication on ICE
    • Ensure Equal Access to Justice and Help Children $10M
    • Anti-Hunger Package
    • Law Enforcement Visibility and Accountability Act (LEVAA)

Keeping the Promise of Quality Public Education

The Oregon Education Association (OEA) is a union committed to the cause of providing the basic right of great public education to every student. OEA represents about 41,000 educators working in pre-kindergarten through grade 12 public schools and community colleges. OEA’s membership includes licensed teachers and specialists, classified/education support professionals (ESPs), community college faculty, retired educators, and student members. OEA members also belong to the 3.2 million members of the National Education Association (NEA).
