The NIH, pressured by animal rights groups, accepted new guidelines requiring that only research directly related to human health where no other research options were available, could use chimpanzees. However, the U.S. Fish and Wildlife Service finalized rules that listed chimpanzees as endangered in 2015. At that point all biomedical studies on chimpanzees were prohibited.
