HB 4082 Provides 2024 Funding
HB 4082 will invest $50 million for Summer 2024 to support the partnerships between our School Districts, Education Service Districts, Tribal Nations, Counties, Cities, Libraries, and community organizations.
Summer Funding will provide incentives to strongly encourage School Districts to partner. They will receive formula grants if minimum criteria are met:
- having an existing plan for summer learning programming
- being able to provide a minimum of 80 hours of summer programming on their own through tribal and community partnerships
Summer programming will be required to meet all of the following goals:
- Academic enrichment (based on State academic standards)
- Youth development (including hands-on and social emotional learning)
- Equitable access and family partnership (culturally and linguistically responsive)
HB 4082 Establishes A Workgroup
HB 4082 created a summer and afterschool workgroup to continue that dialogue on future mid and long-term Summer programs and will recommend a high-quality and sustainable state-funded Summer Learning plan. It will be composed of representative from Educators, philanthropic groups, community organizations, and other important leaders and will make recommendations to:
- Ensure equitable access to programs for historically underserved students.
- Identify funding mechanisms to ensure enrichment programs are sustained in accordance with research and best practices.
- Propose options for outcomes and metrics to align programs.
- Streamline grant administration and reduce administrative burden while also maintaining high standards of accountability.
- Incentivize the partnership relationships to increase communication and align strategies.
- Establish best practices for the design and administration of a state grant program, including data collection and standards for reporting
